See the words on top? Definitely silicone-based! All chemicals that are variations of methicone are types of silicone so they help to mattify the skin and so this foundation is most obviously silicone based.

While this foundation does contain water at the top of the ingredients list, water helps to blend the foundation better in every formula. But check out the words in caps lock: these are all types of silicone variants. Also if you have tried this beauty cult favorite foundation, you would know that this foundation has an extremely matte finish and so definitely is a silicone based formula.

Tocopheryl acetate above is an oil based vitamin and helps to heal and hydrate the skin. This chemical prevents transepidermal water loss and so is a valuable ingredient for skincare products for dry skin. Also glycerin in it helps to hydrate further. So Luscious Cosmetics Primer (for dry skin) is oil based (obviously)!!
